The Tochigi Welfare Plaza aims to create a local community with residents that support one another. This is done by offering support for social engagements among residents, including people with disabilities, and their voluntary welfare activities. Tenants of the plaza include social welfare and relevant organizations. The parking lot has 400 parking spaces.
